Rémy Fekete has practiced in the telecommunications, media, and information technology (TMT) sectors for more than 20 years. His practice focuses on the law applicable to information and communication technology (ICT), infrastructure, energy, and natural resources in Europe, Africa, the Middle East, and Latin America. He advises Firm clients such as telecom operators, media and digital platforms, governments, investment funds, and financial institutions on financing, restructuring, M&A, licensing, concessions, public-private partnerships (PPP), and international litigation and arbitration. He has been involved on a number of Smart Cities, including in Northern Africa, in Sub-saharian Africa and in the Middle East.
1. Rémy is particularly active on regulatory and transactional issues involving digital services, e-government, e-business, cybersecurity, Internet of Things, TV white space, Fiber to the Home (FTTH), OTT, and other wireless and wireline services, including satellite, cellular, internet, fiber-optic, and broadband communications technologies, small grids, and smart grids. He has assisted clients in developing and financing innovative digital services and in securing domestic and international authorizations for the acquisition, construction, and operation of networks. He has advised more than 40 governments on cybersecurity and digital strategies. Rémy has developed strong transactional and regulatory experience in the cinema studio, broadcast television, and radio station industries.

He regularly advises public entities, international institutions (World Bank, International Telecommunications Union, European Commission, EBRD, African Development Bank, etc.) and regional institutions (ECOWAS, WAEMU, WATRA, African Union, etc.) with regards to the definition of strategies for the development of infrastructures, the elaboration of policies and the implementation of legal and regulatory instruments for PPPs, in compliance with applicable national law and regional legal framework. In addition, he advises public entities and major sponsors on PPPs related to fiber optic backbones, submarine cable landing stations, Internet exchange points, transportation, water (desalinization plants), energy (solar and other renewable production and distribution facilities).
